Padangbai was developed as a natural and cultural tourism object in a Candidasa tourism development area, located in Padangbai Village, Manggis District, Karangasem. The distance is about 25 km from Amlapura City, 13 km from Candidasa, and about 31 km from Denpasar City.

The name Padangbai was influenced by the Dutch language as a result of the colonial period; it was previously known as Teluk Padang. This location is a white sandy bay that is protected by solid black rocks. Because of its location, the underwater life is well preserved.
